Transportation, Housing and Urban Development, and Related Agencies Congressionally Directed Spending Requests 2023

Senator Gillibrand has submitted funding requests to the Senate Appropriations Committee for various state and local community projects that will benefit New Yorkers all across the state. Projects are listed in alphabetical order by location.

Under guidelines issued by the Senate Appropriations Committee, each Senator had the opportunity to submit CDS requests for their state for Fiscal Year 2023. It should be noted that only a handful of projects may actually be funded, and we cannot guarantee which those will be. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding.

In compliance with Senate Rules and Committee requirements, Senator Gillibrand has certified that she and her immediate family have no financial interest in any of the projects she has requested.

Through this proposal, the department would remain open to offer low-risk activities in the event of another surge, as well as continue to serve as a resource space for health educators, officials and partners to a surrounding community that ranks as high need. Maple Road Planning, Connecting Communities by Complete the Street

Maple Road is part of the National Highway System and is one of the Erie County’s and the Town’s major east/west connectors. The redesign of Maple Road using Complete Street principles will upgrade existing roadway infrastructure and enhance key intersections to increase efficiency and functionality for all users. The project will also reduce safety issues by improving accessibility for pedestrians, bicyclists, and public transit riders while also better directing automobile traffic.

Clinton County acquired many buildings when the United States Air Force decommissioned the Plattsburgh Air Force Base, of which many of these buildings were left in disrepair. Federal funding through the FAA-AIP program is limited in its applicability, as the program generally does not support airport building improvement projects other than passenger terminal buildings. Aviation-related building developments and subsequent revenues are a key component to sustaining airport operational expenses, which has been amplified even more as a result of the COVID pandemic. While various state-funded competitive funding programs have been offered, the demands have far outweighed the limited funding that has been awarded to generate a meaningful return on investment. This grant funding will be targeted towards enhancing industrial activity and job creation, while generating a sustainable revenue stream.

This project will vastly improve amenities and safe passage for pedestrian/bicycle access in this area and surrounding neighborhoods that rely on Mamaroneck Avenue as a vital connection gateway to other areas of the Village, public transit, the Mamaroneck Avenue School, and the French-American School. These improvements will also promote proper drainage in the area, which is subject to severe flooding.

The New York State Thruway is the main highway linking NY’s major cities from New York to Buffalo.  The highway was constructed in the 1950’s and is reaching a critical point where much of its infrastructure approaches the end of its useful life.  This stage requires frequent and through inspections of bridges, tunnels, and other infrastructure to both assure structural integrity and prioritize replacement with a constrained construction budget.  Current inspection processes, while effective and fully compliant with FHWA requirements, are time consuming and labor intensive limiting the number of inspections that can be performed each year.  The current methods also rely on manual documentation of inspection reports limiting the amount of information included in each report. An added benefit is increased inspection crew safety as UAS are flown from the ground without the need to climb into the structure.

The Marina North Riverwalk section that connects Downtown Troy’s employment opportunities to the North Central qualifying census tract, is the most expensive leg of Troy’s eventual 7-mile Riverwalk along the entire length of the City. Configuration on two of this segments ten traversed parcels must be of cantilevered construction over the river bank to bypass the existing uses. This requires mobilization of marine equipment to drill and place footings that will support the trail, as well as expensive material to support the structure that is not merely asphalt over base.  The balance of this trail segment is constructed on-grad with a more affordable asphalt over base construction. To the south and north of this segment, the Riverwalk is able to be constructed on-grade across across riverside parcels. Troy continues to construct portions of the Riverwalk along the Hudson, and will add 1 mile this summer in Lansingburgh.
