Senator Kirsten Gillibrand Agriculture, Rural Development, FDA, and Related Agencies Congressionally Directed Spending Requests for Fiscal Year 2022

Senator Gillibrand has submitted funding requests to the Senate Appropriations Committee for various state and local community projects that will benefit New Yorkers all across the state. Projects are listed in alphabetical order by location.

Under guidelines issued by the Senate Appropriations Committee, each Senator had the opportunity to submit CDS requests for their state for Fiscal Year 2022. It should be noted that only a handful of projects may actually be funded, and we cannot guarantee which those will be. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding.

In compliance with Senate Rules and Committee requirements, Senator Gillibrand has certified that she and her immediate family have no financial interest in any of the projects she has requested.

Project Location: Akwesasne, New York
Amount Requested: $1,000,000
Recipient: Akwesasne Boys & Girls Club
Project Purpose: This funding would be invested in a new home for youth development.

Project Location: City of Glens Falls, New York
Amount Requested: $1,024,000
Recipient: City of Glens Falls
Project Purpose: This funding would be used to undertake a number of structural renovations and energy upgrades to its historic City Hall building, which houses not only the offices of city government, but also the Glens Falls Police Department in the basement, and the City Court system on the third floor.

Project Purpose: Funding will repair and replace the roof at Historic Ray Evans/Seneca Theater.

Project Location: City of Syracuse, New York
Amount Requested: $5,500,000
Recipient: City of Syracuse
Project Purpose: This project will install high-speed fiber optic lines to five targeted business corridors to provide low cost internet connectivity for small “mom and pop” businesses and community Wi-Fi along the corridors that residents and visitors can use.

Recipient: YMCA of Clifton Springs
Project Purpose: There are two buildings that were built in 1879 & 1915. Phase one (Health & Wellness center) renovation is complete and in late 2019 phase two was estimated to cost just under one million dollars. The building houses licensed child care, camps, sports, family and senior programming. The building built in 1879 (oldest YMCA in the country still running in its original facility) needs a new floor plan, insulation, windows, plumbing, roofing, A/C, and other interior updates.

Project Purpose: The new Agricultural and Youth Center will be constructed to support the County Cooperative Extension Staff (13), County Youth Program and Facilities Coordinators (2).

Project Purpose: The Ice Plex will provide recreational sport and community involvement for children, families, and athletes to exercise. The Ice Plex would promote local business drawing in residents from out of the area and be utilized year-round.

Project Purpose: Federal funding is being sought to expand broadband access in Herkimer County to address current deficiencies in access to high-speed internet.

Project Purpose: The Lewis County Agricultural Society has plans to put in an amphitheater on the fairgrounds. This Amphitheater would be handicap accessible, well maintained, and well lit for safety to be utilized as the “Free Acts” location during fair week and available for the community’s usage the remainder of the year.

Project Purpose: Lewis County will use funds to mitigate its low population density and remote characteristics with this comprehensive telecommunications project to open the door for job opportunities, access to medical services and education, and promote development.

Project Purpose: The Royalton-Hartland School District is currently developing a Regional Agriculture Center of Excellence that will annually provide hundreds of students and community members with the relevant skills and hands-on training needed to pursue sustainable careers in the evolving local agriculture industry.

Project Purpose: The 2-phase project will provide high-speed, reliable, and affordable internet access to 22 towns, 9 villages, 15 school districts, and 1 hospital.

Recipient: Providence Farm Collective Corp.
Project Purpose: Providence Farm Collective (PFC), in a joint capital campaign with the Western New York Land Conservancy, requests funds for the purchase and permanent protection of 37 acres of prime agricultural farmland for marginalized New American and BIPOC farmers. In addition to the land purchase and agricultural easements, the entire project includes the rehabilitation of the existing barn, and the building of a septic system, bathroom and hand-washing facilities, education space, and a commercial kitchen.

Project Purpose: Requested funding will be used for facilities upgrades, purchase of field equipment and instrumentation, workforce development and pilot studies for developing plant protection methods, development tools using AI, imaging, and mathematical modeling.

Recipient: Historic Saranac Lake Trudeau Building Restoration
Project Purpose: Funding will be used to restore the historic Trudeau Building in downtown Saranac Lake, NY for expansion of the museum.

Project Purpose: Operating expenses and technical support to implement practices that will reduce antimicrobial use on dairy farms.

Project Purpose: Suffolk County would like to construct a new Educational Office/Visitors Center erected at the Suffolk County Farm in Yaphank to help provide proper working facilities, consolidate staff and program space, accommodate visitors, and to help provide Agritourism exhibits.

Project Purpose: Sullivan County plans to address unmet and increasingly vital telecommunications needs through the development of a county wide, county-owned wireless broadband network. This project proposes to expand the network to address underserved areas of the County in the towns of Mamakating and Highland by installing two communications towers with associated network equipment.

Project Purpose: Funding will be used for a shovel-ready development of an incubator kitchen, the Food & Agriculture Culinary Hub, primarily in the build-out of the physical space the kitchen and classrooms will require to launch: capital improvements of an existing building, commercial grade kitchen equipment, and audio-visual equipment to be used for educational purposes.

Project Purpose: Construct a Community Center in the Eden Hamlet Center.

Project Location: Town of Ghent, New York

Project Purpose: The Towns of Ghent, Canaan, New Lebanon, and Austerlitz have joined together in a coordinated effort to provide broadband where it currently does not exist. The goal is to provide broadband to as many unserved homes and businesses as possible through both network expansion and new construction.

Project Purpose: The aim of the project is to create a safe, modern and inclusive play space for children of all ages and abilities. This play space would offer inclusivity which recognizes and enhances the play experience of children with sensory and other developmental issues.

Project Purpose: The Town has completed the conceptual design and planning stages of a Regional Welcome Center Project and are now at the stage of acquiring project management, architecture, and professional services to be ready for the construction phase of the Regional Welcome Center.

Project Purpose: The Town of Seneca Falls will use federal funds to contract for the construction of a new salt storage facility, improving the Town of Seneca Falls’ ability to provide an essential community support service throughout the winter months.

Project Purpose: The funds would be used for the construction of a new Town Hall building.

Project Location: Town of Wolcott, New York

Project Purpose: The Town of Wolcott will use federal funds to contract for the construction of a new salt storage facility, improving the Town’s ability to provide an essential community support service throughout the winter months. The new facility will replace the current severely deteriorated salt barn and be located farther from area wetlands, improving environmental outcomes and resulting in more efficient storage and road salting operations.

Project Purpose: Extending existing fiber routes to make fiber-delivered fast, reliable, and available to all residents of and businesses in Westerlo.

Project Location: Village of Massena, New York

Recipient: Village of Massena
Project Purpose: Project to repair one of Massena’s primary fire stations to address structural system failures, update AASHRAE and OSHA non-compliant ventilation and exhaust systems, construct an additional needed apparatus bay and make ADA provisions.

Project Location: Village of Potsdam, New York

Project Purpose: The Village seeks grant funding to construct a new road salt/sand storage building at its DPW campus located on the Raquette River. The Village’s existing storage facility is only partially covered and salt has found its way into the surrounding soils and the Raquette River resulting in environmental degradation.

Project Purpose: This project address serious structural deficiencies that must be addressed in order to maintain safe operations and continue to provide quality government and emergency services.

Project Location: Yates County, New York

Project Purpose: This capital improvement project consist of a new 43,700 square foot shared facility between the Yates County Highway Department and the Yates County Office of Emergency Management. Two existing structures would undergo upgrades to existing mechanicals.
