Senator Kirsten Gillibrand Energy and Water Congressionally Directed Spending (CDS) Requests for Fiscal Year 2022
Senator Gillibrand has submitted funding requests to the Senate Appropriations Committee for various state and local community projects that will benefit New Yorkers all across the state. Projects are listed in alphabetical order by location.
Under guidelines issued by the Senate Appropriations Committee, each Senator had the opportunity to submit CDS requests for their state for Fiscal Year 2022. It should be noted that only a handful of projects may actually be funded, and we cannot guarantee which those will be. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding.
In compliance with Senate Rules and Committee requirements, Senator Gillibrand has certified that she and her immediate family have no financial interest in any of the projects she has requested.

Project Location: Chautauqua County, New York
Amount Requested: $100,000
Recipient: U.S. Army Corps of Engineers
Project Purpose: This funding request is for the U.S. Army Corps of Engineers, Pittsburgh District, to begin a feasibility study for the Chautauqua Lake Aquatic Ecosystem Restoration Project, which was authorized in the Water Resourced Development Act of 2018.

Amount Requested: $1,150,000
Recipient: U.S. Army Corps of Engineers
Project Purpose: This funding is for the U.S. Army Corps of Engineers, Buffalo District, to maintenance dredge the federal channel in Barcelona Harbor and to initiate a breakwater improvement study through a General Reevaluation Study or Limited Reevaluation Study for the breakwater in Barcelona Harbor.
Project Location: Chautauqua County, New York
Amount Requested: $5,250,000
Recipient: U.S. Army Corps of Engineers
Project Purpose: This funding is for the U.S. Army Corps of Engineers, Buffalo District, for maintenance dredging in Dunkirk Harbor and for breakwater repairs. The current position of the breakwater causes sediment/sand to accumulate in the harbor and redirect waves into the inner harbor area, rendering the harbor virtually useless for its designed purpose.

Recipient: U.S. Army Corps of Engineers
Project Purpose: This funding would be for breakwater repairs and maintenance dredging for Cattaraugus Creek Harbor. The Cattaraugus Creek Harbor and breakwater were authorized in the Rivers and Harbors Act of 1968 and constructed by the US Army Corps of Engineers (USACE) in 1983 and has received no maintenance since then.

Amount Requested: $1,000,000
Recipient: City of Ithaca
Project Purpose: This funding would be to expand and integrate the existing distributed energy resources over in a micro-grid, to serve not only the Ithaca Area Wastewater Treatment Plant, but also the Ithaca High School and the City of Ithaca Department of Public Works Streets and Facilities.
Project Location: City of Middletown, Orange County, New York
Amount Requested: $11,800,000
Recipient: U.S. Army Corps of Engineers
Project Purpose: This funding would be used to replace the water transmission mains, which supply drinking water to the entire City and are past their useful life.
Project Location: City of Oswego, New York
Amount Requested: $200,000
Recipient: City of Oswego
Project Purpose: This funding would be used to repair the tow of the Oswego High Dam to improve energy efficiency.
Project Location: City of Salamanca, New York
Amount Requested: $303,000
Recipient: City of Salamanca
Project Purpose: This funding would be used for upgrading HVAC equipment, weatherization and water conservation upgrades of the City’s municipal building.

Project Purpose: This funding would be used for the construction of a new water filtration facility at the Orchard Street Pump Station.
Project Location: Suffolk County, New York

Project Purpose: This funding would be used for design and installation of sewers in the Long Island Rail Road station in Central Islip.

Project Purpose: This funding would be used for sewer, pump station and force main upgrades in the hamlet of Holbrook to connect the infrastructure to existing County sewers.

Project Purpose: This funding would be used for construction of a community micro-grid to provide power to critical facilities in the community.

Recipient: Town of Kent
Project Purpose: This funding would be used to construct a new garage for Highway Department fleet vehicles to help meet Environmental Protection Agency and New York Department of Environmental Conservation regulations.

Project Purpose: This funding would be used to support the Amdur Park water system for water tank refurbishment, relocation, and installation.
