Commerce, Justice, Science, and Related Agencies Congressionally Directed Spending Requests for Fiscal Year 2023

Senator Gillibrand has submitted funding requests to the Senate Appropriations Committee for various state and local community projects that will benefit New Yorkers all across the state. Projects are listed in alphabetical order by location.

Under guidelines issued by the Senate Appropriations Committee, each Senator had the opportunity to submit CDS requests for their state for Fiscal Year 2022. It should be noted that only a handful of projects may actually be funded, and we cannot guarantee which those will be. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding.

In compliance with Senate Rules and Committee requirements, Senator Gillibrand has certified that she and her immediate family have no financial interest in any of the projects she has requested.

The American Museum of Natural History (AMNH) requests federal community project funding to help create the Museum’s next Space Show in the AMNH Hayden Planetarium.

The project goal is to provide a curated set of multi-sensory products and activities that cater to every type of visitor, from local resident to international globetrotter, in an effort to attract and welcome tourists to Brooklyn.

The NYC4SC will serve as a center of excellence designed to accelerate innovation that meets government and community-based challenges that can be resolved through new digital applications and data science. The Cadet Program is intended to work with inner city young adults who have recently graduated high school, completed the Junior Cadet Program, and are still not eligible to become Police Officers. GOH projects to achieve the following goals in various types of services to violence victims among Chinese immigrant community: (1) Raise the awareness about crime to the Chinese immigrant public in NYC so that they are aware of victims’ rights and available resources; (2) Reach out and empower socially isolated Chinese immigrant victims with messages of hope with services to help reduce future victimizations; (3) Provide culturally specific and language appropriate victims services include helpline, chatline, crisis intervention, case management, advocacy, counseling, support groups, shelter, legal assistance and translational services for law enforcement interviews, court appearances and access to various public and private assistances.

Community Youth Violence Intervention Initiative staff will work to accomplish the following objectives: 1) implement a Community Youth Violence Intervention Initiative that effectively leverages the services of local social service providers; 2) reengage disconnected emerging adults from the community and support their enrollment and completion of socioemotional, educational, and economic services; 3) improve the economic self-sufficiency and stability of emerging adults by increasing opportunities for educational completion and job-driven employment opportunities; 4) improve the prosocial, life skills, future orientation, and self-identified goals of participants; and 5) improve behavioral and community violence outcomes (including firearm and violent crime related arrests) within the emerging adult population.

University at Albany, State University of New York

The IBL plans to expand its capabilities by (i) upgrading the vacuum, control, and measurement systems of the 4 MeV accelerator (the Dynamitron), (ii) designing and building a low energy ion implant accelerator to simulate the impact of Solar winds on material and devices used in space vehicles and satellites, and (iii) purchasing an X-ray Fluorescence Spectrometer for atomic-level material analysis to study the impact of ion implantation on semiconductor wafers and better support advance technology development and prepare the industry for the next generation of the technological revolution in advanced chip manufacturing.

 

University at Albany, SUNY

The University at Albany, State University of New York (UAlbany) requests $2,100,000 in the FY23 Commerce, Justice, Science Appropriations Act to continue and expand work on a dedicated Vertical Sensing Evaluation Initiative in New York to study the planetary boundary layer, which is one of the next frontiers of weather and climate science that must be advanced to better predict and understand climate change and extreme weather events.  This effort also has direct relevance to wind strength measurements needed in New York’s inland and coastal regions for both the siting of new wind energy generation installations as well as real-time monitoring for load forecasts that are needed to facilitate integration of increasing amounts of wind and solar energy power onto state and regional electric grids.

The Utica University Crime Laboratory will provide an appropriate platform for cutting-edge research and learning initiatives. In addition to housing the cyber programs, ECJS is also be the setting for: conferences involving Center for Identity Management and Information Protection (CIMIP) and Economic Crime Institute partners; residencies for UC’s graduate programs in cybersecurity and economic crime management; training for law enforcement professionals on the local, state, and federal levels; and, corporate training in fraud prevention and identity protection.
